The easiest way to visit 

Palm Jumeirah island

take a taxi or cab to the Palm Gateway Monorail Station, at the base of the Palm. Here you are going to find lots of attractions. You can have metro instead of taxi but still uptil now its not connected with the metro. If you want to visit by walk then you can take help from the locals moving around.
Do keep in mind, you are not allowed to enter in Atlantis if you are not the guest. If you want to visit you have to book every thing in advance. Aquaventure Waterpark, The Lost Chambers Aquarium and Dolphin Bay are available to the public, but charge entrance fee.

Palm Jumeirah Island

Palm Jumeirah Island is basically an archipelago which is artificial, created by nakheel. It is among three big dream projects (Palm Jumeirah, Palm Jebel ali and Palm deira. 
This island is 5 kms away from atlantis hotel connecting it to the gateway towers at the foot of the island. In june 2001 , the construction of palm jumeirah started to built and become the world largest artificial island.
